Dubai

The second largest emirate in the UAE after Abu Dhabi, Dubai is less focused on the huge Gulf Arab petro-wealth. The no-tax benefits are popular with buyers. The human rights challenges affecting many of its low-paid migrant workers who are forced to surrender their passports once they enter Dubai, making it difficult for them to return home, are not. Many are often owed money and forced to live and work in appalling conditions. Trade Unions are now being introduced. Justice can be harsh. For example, two domestic migrant workers, one Indonesian, the other Indian were sentenced to flogging after becoming pregnant outside marriage by a Shari’a Court. Both were deported after one woman received 150 lashes in two sessions and the other one  year’s  imprisonment  and  100  lashes.   The

sentences were carried out once the women had given birth and their children weaned. The majority of expatriates here are from south and south-east Asia and neighbouring Iran who join thousands from Britain and other western countries. Individual emirates, not the Federal Government, formulate property laws in Dubai. Expats cannot own land and are not usually allowed permanent residences though are able to purchase property without sponsors. Property ownership is often leasehold allowing owners to apply (but not guarantee) residency every 3 years. Internet access is censored through a proxy server, filtering out all Israeli sites and those deemed to challenge the cultural and religious values of the UAE.
